How are the diesel prices set in Europe?
The diesel prices excl. VAT
Several costs are used to determine the price of diesel, starting with the crude oil cost that depends on the exploitation costs of oil, its quality, the exploiting country and the supply and demand market (in stock market, Brent crude oil is the reference). Then, it is the transformation costs that depends on the refiners, then the transportation and distribution costs can strongly vary depending on the country and taxes that transporters and distributors pay (called "indirect" taxes since they are not directly paid by the consumer).
The diesel prices incl. VAT
Each European country has its own taxes and VAT rates.
